2021年6月,受(shou)到車(che)用(yong)芯片短(duan)缺、原材料價格上漲等(deng)不(bu)利因素影響,我國汽車(che)產銷呈現同比(bi)下降,但新能(neng)源汽車(che)銷量(liang)依舊保持高速增長(chang)。

(一)6月汽車銷量同比下降12.4%

6月,汽車產(chan)銷分別完成194.3萬輛和(he)201.5萬輛,同比分別下降16.5%和(he)12.4%。

1-6月,汽車產(chan)銷分別完成1256.9萬輛(liang)(liang)和1289.1萬輛(liang)(liang),同(tong)比分別增長(chang)24.2%和25.6%。

1.在6月(yue)份(fen)乘用車銷量同比下降11.1%

1-5月,汽車工業(ye)(ye)重點(dian)企業(ye)(ye)(集(ji)團)累計實現主營業(ye)(ye)務收入17403億(yi)元,同(tong)比(bi)增長36.9%;累計實現利稅總額1979.2億(yi)元,同(tong)比(bi)增長46.6%。

(四)6月汽車出(chu)口同比增長154.5%

6月,汽車(che)整(zheng)車(che)出口(kou)15.8萬輛(liang),同(tong)(tong)比(bi)增(zeng)長(chang)154.5%。分車(che)型看,乘用車(che)出口(kou)12萬輛(liang),同(tong)(tong)比(bi)增(zeng)長(chang)171.2%;商用車(che)出口(kou)3.9萬輛(liang),同(tong)(tong)比(bi)增(zeng)長(chang)113.9%。

1-6月,汽車(che)(che)(che)整車(che)(che)(che)出口(kou)(kou)82.8萬輛,同(tong)(tong)比增長(chang)114.7%。分車(che)(che)(che)型看,乘(cheng)用車(che)(che)(che)出口(kou)(kou)63.1萬輛,同(tong)(tong)比增長(chang)118.6%;商用車(che)(che)(che)出口(kou)(kou)19.7萬輛,同(tong)(tong)比增長(chang)103.2%。

二、工(gong)信部【到(dao)2023年,報廢(fei)汽(qi)車規(gui)范回收水平顯著提升,汽(qi)車綠色供應(ying)鏈體系(xi)構建完備,汽(qi)車可回收利用率達到(dao)95%】

6月(yue)9日,工業和信息化部(bu)(bu) 科(ke)技(ji)部(bu)(bu) 財政部(bu)(bu) 商務部(bu)(bu)發布(bu)《關于印發汽車產(chan)品生產(chan)者責任延伸試點實施方(fang)案的(de)通(tong)知》(以下簡稱《通(tong)知》)(工信部(bu)(bu)聯節函〔2021〕129號(hao))。

《通知(zhi)》包括(kuo):一、總體要求;二、試點內容;三、組織實施(shi)(shi)與管(guan)理(li);四、保障措施(shi)(shi)。

其(qi)中,主(zhu)要目(mu)標,通過試點(dian)工(gong)作,樹立一(yi)批汽(qi)(qi)(qi)車(che)產(chan)品生產(chan)者(zhe)責(ze)任(ren)延(yan)伸標桿企(qi)業,形成(cheng)適合(he)我國國情(qing)的(de)(de)(de)汽(qi)(qi)(qi)車(che)產(chan)品生產(chan)者(zhe)責(ze)任(ren)延(yan)伸實(shi)施模式。到2023年(nian),報廢(fei)(fei)(fei)汽(qi)(qi)(qi)車(che)規范回收(shou)水平顯著提升,形成(cheng)一(yi)批可(ke)復制、可(ke)推(tui)廣的(de)(de)(de)汽(qi)(qi)(qi)車(che)生產(chan)企(qi)業為(wei)責(ze)任(ren)主(zhu)體(ti)的(de)(de)(de)報廢(fei)(fei)(fei)汽(qi)(qi)(qi)車(che)回收(shou)利(li)用(yong)模式;報廢(fei)(fei)(fei)汽(qi)(qi)(qi)車(che)再(zai)生資源利(li)用(yong)水平穩(wen)步提升,資源綜(zong)合(he)利(li)用(yong)率達(da)(da)到75%;汽(qi)(qi)(qi)車(che)綠色供應鏈體(ti)系(xi)構(gou)建(jian)完備(bei),汽(qi)(qi)(qi)車(che)可(ke)回收(shou)利(li)用(yong)率達(da)(da)到95%,重點(dian)部件的(de)(de)(de)再(zai)生原料利(li)用(yong)比例不低于(yu)5%。

試點內容包括,建(jian)立回(hui)收體系、開展資源綜合利用(yong)、實施綠(lv)色供應鏈管理、加強信息(xi)公開。

組織(zhi)實(shi)施與(yu)管(guan)理(li)中,產品(pin)(pin)范圍:本次試點產品(pin)(pin)為在中國(guo)境內(nei)銷售使用的汽(qi)車(che)產品(pin)(pin)。試點期限2年。申(shen)(shen)(shen)報(bao)(bao)(bao)條件:以汽(qi)車(che)生產企(qi)業(ye)為主體進行(xing)申(shen)(shen)(shen)報(bao)(bao)(bao)。鼓勵汽(qi)車(che)生產企(qi)業(ye)與(yu)其關聯(lian)企(qi)業(ye)結(jie)合(he)優勢聯(lian)合(he)申(shen)(shen)(shen)報(bao)(bao)(bao),或與(yu)報(bao)(bao)(bao)廢機(ji)動車(che)回(hui)收拆解企(qi)業(ye)、資(zi)源綜合(he)利用企(qi)業(ye)等聯(lian)合(he)申(shen)(shen)(shen)報(bao)(bao)(bao),實(shi)現資(zi)源共(gong)享。

6月16日,浙(zhe)江(jiang)(jiang)省發(fa)展和改革委員(yuan)會(hui)、浙(zhe)江(jiang)(jiang)省生態環境廳(ting)發(fa)布關于印(yin)發(fa)《浙(zhe)江(jiang)(jiang)省空氣(qi)質量改善(shan)“十(shi)四五”規劃(hua)》(以(yi)下簡稱《規劃(hua)》)的(de)通知(浙(zhe)發(fa)改規劃(hua)〔2021〕215號(hao))。

清潔能(neng)源利用(yong)工程(cheng)(cheng)清潔能(neng)源替代(dai)工程(cheng)(cheng)中指出,加(jia)快綜合(he)供能(neng)服(fu)務站、充電樁建(jian)設,到(dao)2025年(nian),建(jian)成綜合(he)供能(neng)服(fu)務站800座以上,公(gong)用(yong)充電樁達到(dao)8萬根左右。加(jia)快氫(qing)能(neng)應(ying)(ying)用(yong),推(tui)動氫(qing)燃(ran)料電池汽車在(zai)城市(shi)公(gong)交、港(gang)(gang)口物流等領域(yu)應(ying)(ying)用(yong),到(dao)2025年(nian)。推(tui)動全電園區(小區、景區)、港(gang)(gang)口岸電等一批項目建(jian)設。

綠(lv)色交(jiao)通工(gong)程中(zhong)(zhong)指出,大力推廣新能(neng)(neng)源(yuan)車(che)。到2025年(nian),公共領域(yu)新增或更新公交(jiao)、出租、物流配送等車(che)輛中(zhong)(zhong)新能(neng)(neng)源(yuan)汽車(che)比例不低于80%,大中(zhong)(zhong)城市公共交(jiao)通清潔能(neng)(neng)源(yuan)車(che)輛全覆蓋。新能(neng)(neng)源(yuan)汽車(che)新車(che)銷量占比達 20%左右。

 6月29日,廣(guang)東省發(fa)展改革委發(fa)布(bu)《廣(guang)東省2021年汽(qi)車(che)(che)以(yi)舊(jiu)(jiu)換(huan)(huan)新(xin)(xin)專項行動公告(gao)》。補(bu)(bu)貼(tie)期(qi)限(xian)內(nei)(nei),持(chi)有(you)廣(guang)東號牌的(de)個人消費(fei)者報(bao)(bao)廢或(huo)轉(zhuan)出(chu)本(ben)人名下老舊(jiu)(jiu)汽(qi)車(che)(che),在(zai)(zai)(zai)省內(nei)(nei)購(gou)買(mai)以(yi)舊(jiu)(jiu)換(huan)(huan)新(xin)(xin)推廣(guang)車(che)(che)型(xing)范圍內(nei)(nei)的(de)新(xin)(xin)車(che)(che),并在(zai)(zai)(zai)省內(nei)(nei)完成機動車(che)(che)注冊登(deng)記的(de),可申請(qing)補(bu)(bu)貼(tie)。報(bao)(bao)廢或(huo)轉(zhuan)出(chu)的(de)老舊(jiu)(jiu)汽(qi)車(che)(che)首次注冊登(deng)記時(shi)間須在(zai)(zai)(zai)2016年7月1日之前(qian),且2021年7月1日之前(qian)已登(deng)記在(zai)(zai)(zai)本(ben)人名下,以(yi)上日期(qi)均不(bu)含當日。補(bu)(bu)貼(tie)標(biao)準(zhun)(zhun)省級財政資(zi)(zi)金按照以(yi)下標(biao)準(zhun)(zhun)進行補(bu)(bu)貼(tie):報(bao)(bao)廢舊(jiu)(jiu)車(che)(che),購(gou)買(mai)新(xin)(xin)能(neng)源車(che)(che)的(de)在(zai)(zai)(zai)使用(yong)環(huan)節(jie)補(bu)(bu)貼(tie)資(zi)(zi)金10000元/輛(liang)、購(gou)買(mai)燃油(you)(you)車(che)(che)的(de)補(bu)(bu)貼(tie)5000元/輛(liang);轉(zhuan)出(chu)舊(jiu)(jiu)車(che)(che),購(gou)買(mai)新(xin)(xin)能(neng)源車(che)(che)的(de)在(zai)(zai)(zai)使用(yong)環(huan)節(jie)補(bu)(bu)貼(tie)資(zi)(zi)金8000元/輛(liang)、購(gou)買(mai)燃油(you)(you)車(che)(che)的(de)補(bu)(bu)貼(tie)3000元/輛(liang)。在(zai)(zai)(zai)補(bu)(bu)貼(tie)期(qi)限(xian)內(nei)(nei),每位申請(qing)人只能(neng)享有(you)1輛(liang)車(che)(che)的(de)補(bu)(bu)貼(tie)。

7月8日,廣(guang)汽集團公(gong)(gong)告(gao)稱,公(gong)(gong)司董事會同意全資(zi)子公(gong)(gong)司廣(guang)汽埃安與華為(AH8車型(xing))項(xiang)目的實施。項(xiang)目為雙(shuang)方聯合開(kai)發的首款中大型(xing)智能純電SUV車型(xing),項(xiang)目總投(tou)資(zi)7.88億元,計劃于2023年底量產(chan)。
