2月(yue)汽(qi)車銷量同比增長18.7%

2月,汽車產銷分(fen)別完成181.3萬輛和(he)173.7萬輛,環比(bi)(bi)分(fen)別下降25.2%和(he)31.4%,同比(bi)(bi)分(fen)別增長20.6%和(he)18.7%

12月(yue)乘用(yong)車銷量同比增長27.8%

2022年2月(yue)15日,國家(jia)發(fa)(fa)改(gai)委(wei)發(fa)(fa)布(bu)《高耗能(neng)(neng)(neng)行(xing)業(ye)(ye)重點(dian)(dian)領域(yu)(yu)節(jie)能(neng)(neng)(neng)降碳(tan)(tan)改(gai)造(zao)(zao)升級實(shi)施指南(2022年版)》的(de)(de)(de)通(tong)知(zhi)(zhi),以按照《關(guan)于嚴格(ge)能(neng)(neng)(neng)效約束推動重點(dian)(dian)領域(yu)(yu)節(jie)能(neng)(neng)(neng)降碳(tan)(tan)的(de)(de)(de)若干意見》《關(guan)于發(fa)(fa)布(bu)〈高耗能(neng)(neng)(neng)行(xing)業(ye)(ye)重點(dian)(dian)領域(yu)(yu)能(neng)(neng)(neng)效標(biao)桿水平和(he)基準水平(2021年版)〉的(de)(de)(de)通(tong)知(zhi)(zhi)》有關(guan)部署,為(wei)推動各(ge)有關(guan)方面科學做好重點(dian)(dian)領域(yu)(yu)節(jie)能(neng)(neng)(neng)降碳(tan)(tan)改(gai)造(zao)(zao)升級,發(fa)(fa)布(bu)煉油行(xing)業(ye)(ye)、乙烯行(xing)業(ye)(ye)、現(xian)代煤化工行(xing)業(ye)(ye)等17個行(xing)業(ye)(ye)的(de)(de)(de)節(jie)能(neng)(neng)(neng)降碳(tan)(tan)指南。

一、引導改造(zao)升級

對于能(neng)效在標桿水平(ping)特(te)別(bie)是基準(zhun)水平(ping)以(yi)下的(de)企(qi)業,積(ji)極推廣(guang)本實(shi)施指南、綠色(se)技術推廣(guang)目(mu)錄(lu)、工業節能(neng)技術推薦目(mu)錄(lu)、“能效之星”裝(zhuang)(zhuang)備(bei)產品目錄等(deng)提出的(de)先進(jin)技(ji)術裝(zhuang)(zhuang)備(bei),加強(qiang)能量(liang)系統優化、余(yu)熱余(yu)壓利用(yong)、污(wu)染(ran)物減排、固體廢物綜合利用(yong)和公(gong)輔設施改(gai)造,提高生產工藝和技(ji)術裝(zhuang)(zhuang)備(bei)綠色(se)化水(shui)平,提升資源(yuan)能源(yuan)利用(yong)效率(lv),促進(jin)形成強(qiang)大(da)國內市(shi)場(chang)。

二、加強技術攻(gong)關(guan)

充分利用高(gao)等院(yuan)校、科研(yan)院(yuan)所、行業協(xie)會等單位(wei)創(chuang)新資源(yuan),推動(dong)節能減污降碳協(xie)同(tong)增效的(de)綠色共性關鍵技(ji)術、前(qian)沿(yan)(yan)引領(ling)技(ji)術和相關設(she)施裝(zhuang)備攻(gong)關。推動(dong)能效已經達到或接近(jin)標桿水(shui)平的(de)骨干企(qi)業,采用先進(jin)前(qian)沿(yan)(yan)技(ji)術裝(zhuang)備謀劃建設(she)示范項目(mu),引領(ling)行業高(gao)質(zhi)量發展。

三、促進(jin)集聚發(fa)展(zhan)

引導骨干(gan)企業(ye)發揮資金、人才(cai)、技術等(deng)優勢,通過上優汰劣(lie)、產能置換等(deng)方式自愿自主開展(zhan)本(ben)領域兼(jian)并重(zhong)組,集中規(gui)劃建設(she)規(gui)模化、一體化的生產基地,提升(sheng)工藝裝備水(shui)平(ping)(ping)和(he)能源利用效率,構建結構合(he)理、競爭有效、規(gui)范有序的發展(zhan)格局(ju),不(bu)得以兼(jian)并重(zhong)組為名盲目擴張產能和(he)低水(shui)平(ping)(ping)重(zhong)復建設(she)。

四、加快(kuai)淘汰落(luo)后

嚴格執(zhi)行節能、環保、質量、安全技(ji)術(shu)等相關法(fa)律(lv)法(fa)規和(he)《產(chan)業結構調整指(zhi)導(dao)目錄》等政策,依法(fa)依規淘汰(tai)不符合(he)綠色低碳轉型發展要求的(de)(de)落后工藝技(ji)術(shu)和(he)生產(chan)裝(zhuang)置。對能效在(zai)基(ji)(ji)準水平(ping)以下,且難以在(zai)規定時限(xian)通(tong)過(guo)改造升級達(da)到基(ji)(ji)準水平(ping)以上的(de)(de)產(chan)能,通(tong)過(guo)市場化(hua)方式、法(fa)治化(hua)手段推動(dong)其加(jia)快退出。

(二(er))發(fa)改(gai)委(wei)【發(fa)布完善能源(yuan)綠色低碳轉型體(ti)制機制的相關政策(ce)】

2022年(nian)1月(yue)30日,國家發(fa)展改革委、國家能源局聯合發(fa)布《關(guan)(guan)于完(wan)善能源綠色低(di)碳轉型體(ti)制機制和政策措施(shi)的(de)意(yi)見》,以深(shen)入(ru)貫徹落實《中共中央、國務院關(guan)(guan)于完(wan)整準確全面貫徹新發(fa)展理念做好碳達(da)峰碳中和工作的(de)意(yi)見》和《2030年(nian)前碳達(da)峰行動方案》有關(guan)(guan)要求。和車用能源相(xiang)關(guan)(guan)的(de)內(nei)容如(ru)下:

一、完善交通運輸領域能源(yuan)清潔替代政策

推進交(jiao)通運輸綠色(se)低(di)碳轉型(xing),優化交(jiao)通運輸結(jie)構,推行綠色(se)低(di)碳交(jiao)通設(she)施(shi)裝備。推行大容量電(dian)氣化公共交(jiao)通和(he)氫能等清(qing)潔能源(yuan)交(jiao)通工具,完善加(jia)氫、加(jia)氣(LNG)站點布局及服務設施,降(jiang)低交(jiao)通(tong)運輸(shu)領域清(qing)潔(jie)能源用能成本。

二、完善油氣清潔(jie)高(gao)效利用機制(zhi)

在(zai)滿足安全和質量標準等前(qian)提(ti)下,探(tan)索輸氣管道摻氫(qing)輸送(song)(song)、純(chun)氫(qing)管道輸送(song)(song)、液氫(qing)運輸等高(gao)效輸氫(qing)方式。鼓勵(li)傳統加(jia)油(you)站、加(jia)氣站建設油(you)氣電氫(qing)一體(ti)化綜合交通能源服務站。加(jia)強二(er)氧(yang)(yang)化碳(tan)(tan)捕集利用(yong)與封存(cun)技術推廣示范,擴大(da)二(er)氧(yang)(yang)化碳(tan)(tan)驅(qu)油(you)技術應用(yong),探(tan)索利用(yong)油(you)氣開采形成(cheng)地(di)下空間封存(cun)二(er)氧(yang)(yang)化碳(tan)(tan)。

三、健全能源供應保障和儲備應急體(ti)系(xi)

探索(suo)建立氫(qing)能產供儲銷(xiao)體系。按規劃積極推(tui)動(dong)流域龍頭水庫電站建設,提升水庫儲能、運行調節和應(ying)急調用能力。

四(si)、健全能源法律和標準(zhun)體(ti)系

加強(qiang)能(neng)(neng)(neng)(neng)源(yuan)綠色(se)低(di)碳(tan)(tan)發展法(fa)制(zhi)(zhi)建(jian)設,修訂(ding)和(he)(he)(he)完善(shan)(shan)能(neng)(neng)(neng)(neng)源(yuan)領域法(fa)律(lv)(lv)制(zhi)(zhi)度,健(jian)全(quan)適應碳(tan)(tan)達峰碳(tan)(tan)中(zhong)和(he)(he)(he)工作需要的(de)能(neng)(neng)(neng)(neng)源(yuan)法(fa)律(lv)(lv)制(zhi)(zhi)度體系(xi)(xi)。增(zeng)強(qiang)相(xiang)關法(fa)律(lv)(lv)法(fa)規的(de)針(zhen)對(dui)性和(he)(he)(he)有效性,全(quan)面清理現(xian)行能(neng)(neng)(neng)(neng)源(yuan)領域法(fa)律(lv)(lv)法(fa)規中(zhong)與碳(tan)(tan)達峰碳(tan)(tan)中(zhong)和(he)(he)(he)工作要求不相(xiang)適應的(de)內容。健(jian)全(quan)清潔低(di)碳(tan)(tan)能(neng)(neng)(neng)(neng)源(yuan)相(xiang)關標準(zhun)(zhun)體系(xi)(xi),加快(kuai)研究和(he)(he)(he)制(zhi)(zhi)修訂(ding)可(ke)再生(sheng)能(neng)(neng)(neng)(neng)源(yuan)發電、儲能(neng)(neng)(neng)(neng)、氫能(neng)(neng)(neng)(neng)、清潔能(neng)(neng)(neng)(neng)源(yuan)供熱以及(ji)(ji)新型電力系(xi)(xi)統等領域技術(shu)標準(zhun)(zhun)和(he)(he)(he)安全(quan)標準(zhun)(zhun)。制(zhi)(zhi)定(ding)能(neng)(neng)(neng)(neng)源(yuan)領域綠色(se)低(di)碳(tan)(tan)產業指(zhi)導目錄,建(jian)立和(he)(he)(he)完善(shan)(shan)能(neng)(neng)(neng)(neng)源(yuan)綠色(se)低(di)碳(tan)(tan)轉型相(xiang)關技術(shu)標準(zhun)(zhun)及(ji)(ji)相(xiang)應的(de)碳(tan)(tan)排(pai)放量、碳(tan)(tan)減(jian)排(pai)量等核算標準(zhun)(zhun)。

3月18日,工業和信息化部發布(bu)《2022年(nian)汽車標準化工作要(yao)點(dian)》(以下簡稱《要(yao)點》)。

《要點》包括,持續完善標(biao)準(zhun)頂層設(she)計,加強(qiang)各方(fang)統籌協調(diao);加快新興(xing)領域標(biao)準(zhun)研制,助力產(chan)業轉型升(sheng)級;強(qiang)化綠(lv)色(se)技術標(biao)準(zhun)引領,支撐雙碳目(mu)標(biao)實現;完善整(zheng)車基(ji)(ji)礎(chu)相關標(biao)準(zhun),夯實質量提(ti)(ti)升(sheng)基(ji)(ji)礎(chu);全面深化國(guo)際(ji)交流合作,提(ti)(ti)高對(dui)外開放水(shui)平。

3月2日,重慶市商務委員(yuan)會(hui)發(fa)布《關(guan)于(yu)鼓(gu)勵汽車更(geng)新換(huan)代消費的(de)通知(zhi)2022年3月1日(ri)0時至(zhi)2022年6月30日(ri)24時期間,在(zai)重慶市內(nei)外售(shou)賣轉移或報(bao)廢注銷了登記在(zai)本人(ren)名下6個月以(yi)上(shang)的舊乘(cheng)用(yong)車(che),并在(zai)重慶市轄(xia)區(qu)內(nei)的汽車(che)銷售(shou)企業購買了“國六”排放標(biao)準的乘(cheng)用(yong)車(che)新車(che)或新能源(yuan)乘(cheng)用(yong)車(che)新車(che),且在(zai)重慶市轄(xia)區(qu)內(nei)依(yi)法(fa)履(lv)行納(na)稅義務(wu)繳納(na)新購乘(cheng)用(yong)車(che)相關稅收(shou)、完善(shan)新購乘(cheng)用(yong)車(che)上(shang)戶手續。符合補助條件(jian)的對象,申(shen)報期內成(cheng)功(gong)申(shen)報名額(e)滿10000名(ming)或(huo)者申報期滿截止(zhi)。

(二)江蘇【發布全國(guo)首個省級新能源汽車充(換)電運(yun)營管理(li)辦法】

3月1日(ri),江(jiang)蘇省(sheng)工(gong)信廳、省(sheng)發改委、省(sheng)財政廳等七(qi)部門(men)聯合(he)印發《江(jiang)蘇省(sheng)新能源汽車充(換)電設(she)施建設(she)運營管理辦(ban)法》(以下(xia)簡稱《辦(ban)法》)的通知(蘇工(gong)信規〔2022〕2號(hao))。

《辦法(fa)》明(ming)確,從事(shi)新能源汽車充(換)電設(she)施(shi)建設(she)運營的企業應當滿足以下5個條(tiao)件(jian):一是(shi)(shi)(shi)經市場(chang)監督管(guan)(guan)理(li)(li)部門登記注冊(含分公(gong)司),經營(ying)范圍包含電動(dong)汽車充(chong)(換)電設(she)(she)施(shi)建設(she)(she)運(yun)營(ying)。二(er)是(shi)(shi)(shi)建立充(chong)(換)電設(she)(she)施(shi)運(yun)營(ying)管(guan)(guan)理(li)(li)系統。管(guan)(guan)理(li)(li)系統能對運(yun)營(ying)數據(ju)進行(xing)安全(quan)監測、采集和(he)(he)存(cun)儲,運(yun)營(ying)數據(ju)保存(cun)期(qi)限不低(di)于5年。三是(shi)(shi)(shi)具(ju)備(bei)充(chong)(換)電設(she)(she)施(shi)建設(she)(she)運(yun)營(ying)質量保證(zheng)(zheng)能力,并(bing)建立充(chong)(換)電設(she)(she)施(shi)建設(she)(she)運(yun)營(ying)質量保證(zheng)(zheng)體系(附件(jian)1)。四是(shi)(shi)(shi)建立信息公(gong)開制度(du)(du)和(he)(he)服務(wu)投訴處理(li)(li)機制,自覺接受行(xing)業監管(guan)(guan)和(he)(he)用(yong)戶監督。五是(shi)(shi)(shi)履行(xing)建設(she)(she)運(yun)營(ying)安全(quan)主體責(ze)任,建立安全(quan)職責(ze)制度(du)(du),明確安全(quan)責(ze)任人(ren)。

(三)零跑汽車(che)【正式向(xiang)港交所(suo)提交上市申請書】

3月17日,浙江零跑科技股份有限(xian)公司向(xiang)港(gang)交所提交上市申請書,聯席保(bao)薦人為中金(jin)公司、花旗、摩(mo)根大通、建銀(yin)國際。招股書顯示,2019年、2020年、2021年總(zong)收益分別為1.169億(yi)元、6.313億(yi)元和(he)31.32億(yi)元,近三年公司權益持有人應占年內虧損分別為9.01億(yi)元、11億(yi)元和(he)28.457億(yi)元。
